CONSTITUTION AND BYLAWS OF THE ENRIGHT SOCIAL CLUB

 

PREAMBLE

 

For the purpose of promoting the mutual social benefit of its members in the enjoyment of each other and their friend, we the members of the Enright Social Club adopt this constitution.

 

ARTICLE I

 

NAME

 

This organization shall be known as the Enright Social Club.  The name of the Enright Social Club was chosen, when 8 men in 1914 got together to play cards and socialize over a garage.  Several years later, as members desired to bring in new people, a member was quoted as saying, “I think we are in the right by doing this”. Thus the name Enright was adopted.

ARTICLE II

 

OBJECT

 

The object of this club shall be to promote the mutual social benefits of its members.

 

ARTICLE III

 

OFFICERS AND THEIR DUTIES

 

Section 1.  The officers shall consist of a President, Vice-President,

Recording Secretary, Assistant Recording Secretary, Financial Secretary,

Treasurer, Business Manager,  Journalist, Sergeant-at-Arms, and Parliamentarian.

 

Section 2.  Officers shall be nominated and elected as outlined in Article IV.

 

Duties

 

Section 1. The President shall preside at all meetings, preserve order, direct all business and see to the general welfare of the club.

 

Section 2.  If the President would relinquish the chair, he shall call upon the Vice-President, Secretary, Treasurer or other officers, in descending order to occupy the chair for the interim.

 

Section 3. In cases when the President is absent or late, it shall be his duty to notify the Vice-President to carry out the duties of his office.

 

Section 4. The Vice-President shall, in the absence of the President, perform the duties of that office.

 

Section 5. The Recording Secretary will keep minutes and records at all meetings, shall initiate such correspondence to and from club members, officers and persons outside the organization as necessary to carry on the activities of the organization under the direction of the body.

 

Section 6.  The Assistant Secretary shall aid the Secretary and assume his duties in his absence.

  

Section 7.  The Treasurer shall receive all monies from the hands of the Financial Secretary, giving his receipt therefore, and keeping a just and correct account of same.  He shall issue club funds only on proper authorization, and submit a complete report to the club at the December meeting each year.

 

Section 8.  The Financial Secretary shall receive and keep a complete financial record of all monies taken during the year.  This report must be submitted to the club at the December meeting each year.

 

Section 9.  The Business Manager shall present a budget and program of entertainment for the club’s approval and shall have direct supervision of all entertainment and will be assisted by a committee appointed by the President.

 

Section 10.  The Dance Director shall direct all dance entertainment as directed by the club.

 

Section 11.  The Journalist shall see that the club gets a reasonable amount of publicity.

 

Section 12.  The Sergeant-at-Arms shall see that all members present at any meeting conduct themselves properly.

 

 

  Section 13.  The duties of the Parliamentarian will be to acquaint the members with parliamentary law and usages.

 

ARTICLE IV

 

ELECTION OF OFFICERS

 

Section 1.  Election of officers shall be held at the December meeting of the odd year biennium, and shall be by ballot.

 

Section 2.  A Nominating Committee shall be appointed by the President at the last meeting in November of the election year.  It shall be the duty of this committee to draw up a slate of officers to present to the body.

 

Section 3.  Said committee shall make its report at the December meeting.

 

Section 4.  The Nominating Committee will contact each proposed candidate for consent before presenting his name to the club.

 

Section 5.  Any member shall have the privilege of nominating candidates from the floor in opposition to the proposed slate of the Nominating Committee.

 

Section 5. All officers are elected for a term of two years and shall be in authority until their successors are elected and installed.

 

Section 7.  The President’s tenure shall not exceed two consecutive terms and at the termination of his tenure, he will be expected to function with the Executive Committee during the preceding year.

 

ARTICLE V

 

MEETINGS AND QUORUM

 

Section 1.  A meeting shall be held once a month on the third Tuesday of each month.  No meeting will be held during the months of July and August.  The December meeting will be held on the first Tuesday.  The time of the Business Meeting shall be 9:00 P.M.

 

Section 2.  Special meetings may be called by the President at any time as the need arises, provided that a written notice of not less than five (5) days shall be mailed to the membership by the Secretary.

 

Section 3.  If a member is to be absent from a regular meeting, it shall be his duty to notify the host or the Secretary not later than 5 P.M. on the Sunday preceding the meeting of this inability to attend.

 

 

Section 4.  No member shall have the right to change the day of the regular meeting as stated in Section I, Article V, unless he receives the consent of the presiding officer.

 

Section 5.  No member shall leave a meeting without the consent of the chair.

 

Section 6.  Any member found guilty of conduct unbecoming a member shall be expelled by a two-thirds vote of the members present and voting.

 

Section 7.  Each member shall provide a meeting place as his name appears alphabetically on the role.

 

ARTICLE VI

 

MEMBERSHIP AND PROPOSED APPLICANTS

FOR MEMBERSHIP

 

Section 1.  The club shall consist of thirty (30) active members at its full complement.

 

Section 2.  Proposed applicants for membership shall be discussed in open meetings as to fitness or unfitness.  A Character Committee shall be composed of each member of the club.  Discussions of a proposed applicant shall remain a strict secret thereafter;

 

Section 3.  Every applicant for membership shall be recommended by a member in good standing.  The applicant shall submit a resume to the member in good standing.

 

Section 4.  Applicant resume shall be read to the group at the meeting of submittal, upon which they shall discuss and vote on the prospective new member.

 

Section 5.  Three (3) dissenting votes shall exclude the applicant.

 

Section 6.  Upon acceptance of the applicant by the body, the new member shall be invited to the next meeting.

 

An entrance fee of ten dollars ($10.00) shall be required at the time of the next meeting.

 

ARTICLE VII

 

HONORARY MEMBERS AND WIVES OF

DECEASED MEMBERS AND ASSOCIATED MEMBERS

 

Section 1.  Honorary members shall consist of members so designated by the club.

 

Section 2.  Honorary members shall be entitled to such rights and privileges as granted by the club.

 

 

Section 3.  Honorary Guests shall consist of the wives of deceased members and her guest, as long as the wife has not remarried.  The privileges of these honorary guests shall consist of an invitation to the dance and picnic.

 

Section 4.  Should a regular Member or an Honorary Member expire, the CLUB WILL GIVE a $25.00 floral design or its equivalent.  Should an Honorary Guest or regular member’s Wife, Mother, Father, or Child expire, a $15.00 floral design will be given.  Flowers at a cost of $10.00 will be given to a Member or his Wife once a year that is hospitalized for a period of a week or more.

 

Section 5.  An Associate Member shall consist of a member who has a minimum of 5 years of Service.  Associate Members shall be persons who desire to lessen their activities in the club due to extenuating circumstances.

 

The decision to grant such classification shall be preceded by a written statement to the President.

 

Section 6.  Dues for the Associate Member shall be ½ of the annual dues set each year.

 

Section 7.  Only 8 members of the 30 active member list can be of Associate Member status at one time.

 

Section 8.  Rights and Privileges shall be limited to the amount of participation of an Associate Member.

ARTICLE VIII

 

ANNUAL ASSESSMENTS

 

Section 1.  THE ANNUAL ASSESSMENT SHALL BE ESTABLISHED BY THE RECOMMENDATIONS IN THE ADOPTED BUDGET TO THE CLUB.

 

Section 2.  THE DEADLINE FOR ASSESSMENTS SHALL BE SET AS DUE AND PAYABLE ON OR BEFORE THE LAST MEETING IN JUNE.

 

Section 3. ANY MEMBER MORE THAN THREE (3) MONTHS IN ARREARS ON HIS ASSESSMENTS SHALL AFTER A NOTICE FROM THE SECRETARY, BE DROPPED FROM THE ROLLS FOR NON-PAYMENT.

 

 

ARTICLE IX

 

SOCIAL EVENTS

 

Section 1.  There will be a dance for each member and each guest each even year and an open or closed affair every odd year.

 

Section 2.  A social committee will recommend at least two affair options by March of that odd year.

A two-third majority vote of Financial Members is needed to carry that year option.

 

ARTICLE X

 

AMENDMENTS

 

Section 1.  Any part of this Constitution or Bylaws may be amended by a two-thirds vote of the members present. Provided that the proposed change has been presented in writing (one copy for each member), and has been read to the membership for three consecutive meetings.  The final vote being taken on the third reading.

ARTICLE II

 

RULES OF ORDER

 

Section 1.  The proceedings of the club shall be governed by Roberts’ Rules of Order.

 

ARTICLE III

 

AMENDMENTS

 

Section 1.  These Bylaws may be amended as outlined in Section 1, Article X of the Constitution.

 

ARTICLE IV

 

WATCHWORD

 

ENRIGHTS STAUNCH, ENRIGHTS TRUE, EVER THOUGHTFUL OF EACH OTHER.  MAY THE KEEPER OF ALL WATCH OVER US, WHILE WE ARE ABSENT, ONE FROM THE OTHER.
